What this tells a borderline candidate
The gap between the two government dental colleges and the first private one is about 2,400 merit places. That is the real decision point for most BDS aspirants in Gujarat, and it is a decision about fees as much as about merit, because the government-quota seat at a private college and the management seat at the same college are the same five years of teaching at very different prices.
For a candidate whose merit number sits between 9,000 and 13,000, dentistry is genuinely reachable in round 3 — but only on a long, honestly ordered choice list that includes the colleges further from home.
