UGC opens deemed-university status to state colleges — with a catch
Constituent and autonomous colleges of state universities can now apply for deemed-to-be-university status or become off-campus centres of other institutions. First their state has to denotify them — which officials say states have little reason to do.
The University Grants Commission has amended its deemed-university regulations to widen the field of who may apply. Constituent and autonomous colleges of state universities — previously shut out under Section 2(f) of the UGC Act — can now seek deemed-to-be-university status, or become off-campus centres of another institution. The amendment took effect on 24 April 2026.
What an applicant now has to clear
- Status as a constituent or autonomous college under a state university.
- A no-objection from the state government, followed by formal denotification before it can operate independently.
- NAAC grades covering the latest three accreditation cycles — a long enough record that one good year cannot carry an application.
- A softer rule on paperwork: a deemed university drawing 50% government funding no longer needs to renew its Memorandum of Association periodically, provided it earns the other half itself.
The catch is denotification
This is where the reform is likely to stall, and officials say so bluntly: the colleges with any chance of clearing the bar are, by definition, the well-run ones. Why would a state government denotify its best colleges and hand them to a central regulator? The reluctance is expected to be firmest in opposition-governed states, where the transfer reads as much political as administrative.
Scale
India has 155 deemed universities today, up from 126 in 2022, with Tamil Nadu alone accounting for 29. The amendment also arrives just ahead of the proposed replacement of the UGC itself by the Viksit Bharat Shiksha Adhishthan — so the rulebook being widened may soon be administered by a different body altogether.
If your college says it is “becoming a university”
Ask exactly where the file has reached. A press release is not a status. The state NOC and the denotification are the two steps that decide whether the announcement is real — and until they clear, the name on the degree you graduate with is still the one you enrolled under.
