A US public university is coming to Hyderabad: CU Denver gets a UGC letter of intent, first students in August 2027

The University of Colorado Denver (CU Denver) announced on 6 October 2026 that it has received a letter of intent from the University Grants Commission (UGC) to set up a degree-granting campus in Hyderabad. The university says this makes it the first public American university authorised to set up such a campus in India, and the first foreign university of any kind in Telangana.

What is planned

ItemWhat the university says
Campus nameUniversity of Colorado Denver | Hyderabad
First cohortAugust 2027, subject to the remaining regulatory processes
First subjectsBusiness, computing, engineering and analytics
Later programmesTo be proposed to the UGC from year two onwards
Partner in IndiaEmeritus, a global education company, as a joint-venture partner for non-academic functions

Why a letter of intent matters, and what it is not

Foreign universities come to India under the UGC's 2023 regulations for campuses of foreign higher educational institutions, through an application on the Commission's portal. A letter of intent is a go-ahead to start building the campus. It is not yet final approval to admit students. CU Denver itself says it will keep working through the regulatory process before the first intake. So there is no application form, fee or entrance test to look for yet.

What students should watch for

  • Final UGC approval and the list of programmes it covers. Only approved programmes can be offered.
  • Degree recognition: under the UGC framework, degrees from such campuses are meant to be on a par with those of the home campus. Check that this applies to your programme before you join.
  • Fees and scholarships, which the university has not announced.

About the university

CU Denver was set up in 1973 and is governed by the University of Colorado Board of Regents. It has about 14,000 students and is classified as an R1 (very high research activity) institution in the US. The chancellor, Kenneth T. Christensen, pointed to the university's long link with students from India. Indian students have studied at the Denver campus for decades.
