Colleges admitting beyond sanctioned MBBS seats face penal action, medical regulator warns
Circulating its 2026-27 seat matrix, the National Medical Commission has told every medical college that admissions may be made only against approved seats, and that excess admissions will attract regulatory and penal action.
Along with its undergraduate seat matrix for 2026-27, the National Medical Commission has sent medical colleges a short, blunt instruction, and every family in the middle of counselling should understand it.
What the notice says
- All medical colleges shall strictly ensure that admissions are made only against the approved number of seats for the academic year 2026-27.
- Any admission made in excess of the approved intake capacity shall be treated as non-compliance with the provisions of the National Medical Commission Act, 2019 and the regulations framed under it.
- Such non-compliance shall attract appropriate regulatory and penal action against the defaulting college or institution.
The communication was issued by the Commission's Secretary to the directors, principals and deans of all medical colleges that had applied against the Commission's public notice, and copied to the Medical Counselling Committee, to the medical education departments of every State and Union Territory, and to the Directorates of Medical Education.
Why a student needs to know this
Because the people who get hurt by an over-admission are the students in it. When a college admits beyond its sanctioned intake, the surplus admissions are not quietly absorbed. They get cancelled, sometimes months into the course, sometimes after fees have been paid and a year has been lost. There is a long history of students discharged from seats they were sold in good faith.
So the rule for anyone taking a seat this season is simple and non-negotiable: take it through the counselling authority, against a published allotment, and never against a direct offer from a college. A seat offered outside the counselling process is not an admission, however convincing the paperwork looks.
And the matrix will keep moving
The Commission also states that the enclosed seat matrix remains subject to revision based on decisions of the appeal committees or any other competent authority, and that the matrix already incorporates approvals granted by the Medical Assessment and Rating Board, the first appeal committee of the Commission and the second appeal committee of the Ministry of Health and Family Welfare.
That is why a college can appear in one round's seat matrix and not the previous one, and why you should re-read the matrix before each round rather than working from the version you downloaded in August.
