Gujarat’s new MSME scheme: no bank loan needed for incentives, and 85% of jobs must go to Gujarat residents

Gujarat’s Industries and Mines Department made three announcements in one week that matter to anyone planning a manufacturing job or a small business in the state. On 14 October 2026 it paid ₹1,100.19 crore in incentives to 14,853 units in a single online transfer, and said the old rule that you must take a bank loan to claim them is gone. Both rest on a new MSME scheme the department explained on 9 October.

The scheme in brief

The Viksit Gujarat Industrial Policy-2026 assistance scheme for MSMEs took effect on 1 June 2026 and runs to 31 May 2031. It combines capital, interest and power subsidies with help for quality certification, patents, technology and AI tools.

  • No bank loan required. Founders who start with their own money can now claim incentives too. The state says it has also cut 16 documents from the process.
  • First-time founders get a little more. Women entrepreneurs, first-generation entrepreneurs and registered manufacturing start-ups get an extra 1% interest subsidy, on top of 7% on term loans for five years.
  • Rent support. Units that rent a shed for manufacturing can get 65% of the rent back, or 75% if the unit is fully women-owned, up to ₹3 lakh a year for five years.
  • Thrust sectors such as sports goods, toys, footwear, robots and drones get extra support, including up to ₹8,000 a month per employee for training in the first 12 months.

What it means if you are looking for a job

  • A unit that takes help under the scheme must hire at least 85% of its workforce from people living in Gujarat, and at least 60% at managerial and supervisory levels.
  • For each new employee, the state can repay up to the full employer EPF contribution for five years. The cap is 12% of pay or ₹1,800 a month for men, ₹2,500 for women and ₹3,000 for employees with disabilities, whichever is lower.

Where the new jobs are

On 12 October, a high-level committee gave final eligibility certificates to 25 more industrial units, with ₹3,903.30 crore of investment and about 8,178 new jobs. They are in Ahmedabad, Morbi, Bharuch, Kutch, Vadodara, Mehsana, Kheda and Surendranagar, in automobiles, textiles, plastics, paper, chemicals, ceramics and metals.

In the 14 October payout, 11,052 MSMEs got ₹444.03 crore, 3,591 textile units ₹290.42 crore and 196 large industries ₹360.89 crore. GIDC also allotted 407 small plots at Shekhpat, Khirasara-2 and Sanand-2 by online draw, from 4,665 applications.
