NEET PG admissions get branch-specific disability rules, days before the result
The National Medical Commission has replaced blanket percentage thresholds with rules written per specialty group: a candidate ruled unsuitable for a surgical branch may be eligible for a pre-clinical one. Rejections now need written reasons and can be appealed.
Days before the postgraduate medical result, the regulator has rewritten how disability is assessed for MD and MS admissions. The guidelines, issued on 18 September 2026 and effective for the 2026-27 cycle, drop the single percentage threshold that used to decide everything and replace it with requirements written for each group of specialties.
The four groups
- Surgical specialties: general surgery, orthopaedics, obstetrics and gynaecology, ophthalmology, anaesthesiology and the like. These demand fine motor control, two-handed dexterity and long periods standing; a candidate with more than 40% upper-limb disability is, in the guidelines' own phrasing, generally not suitable.
- Other clinical branches: general medicine, paediatrics, dermatology, psychiatry, family medicine, assessed against a different functional standard.
- Pre-clinical branches: anatomy, physiology, biochemistry. These require teaching and demonstration, so a candidate with more than 40% locomotor disability remains eligible.
- Para-clinical branches: pathology, pharmacology, microbiology, forensic medicine.
Three verdicts, and a right of appeal
A disability assessment board can now return one of three findings: eligible, eligible with reasonable accommodation, or ineligible. An adverse finding has to be explained in writing, with objective findings and a functional assessment recorded, and it can be appealed before the Directorate General of Health Services.
Why the timing is being criticised
The guidelines landed less than two weeks before the result for an examination more than 2.65 lakh candidates sat on 30 August, and disability rights advocates have objected both to that timing and to the absence of consultation before they were issued. For a candidate preparing a disability certificate for counselling, the practical consequence is immediate: the branch you are applying for now shapes the assessment, so read the requirements for your own group before the board appointment rather than after.
