Rashtriya Raksha University plans a certification ladder for India’s 1 crore private security workers
Gandhinagar’s Rashtriya Raksha University and the Central Association of Private Security Industry have signed agreements to build a national training and certification framework for private security, from entry-level guards to managers and consultants.
Rashtriya Raksha University (RRU) in Gandhinagar and the Central Association of Private Security Industry (CAPSI) have signed memoranda of understanding to develop an Indian framework for training, assessing and certifying private security personnel. The partners are calling it a "Bharat Gold Standard" for the sector.
What is planned
- Certification tied to assessment, not just course attendance.
- A career path from entry-level duty to supervisory and specialised roles (K9 dog squad, drone and technology-enabled security), and on to management and consultancy.
- Training in the technology the industry now runs on: CCTV analytics, electronic access control, alarm systems, drones, digital communications and AI-based platforms.
- A common system of competencies, curricula, qualified trainers, practical learning and continuing education.
Where the training happens
RRU's Advanced Security Skills Training Centre will be a key platform. Its facilities include driving and firing simulators, open-source intelligence and technology labs, drone training, K9 exposure, maritime security facilities, a private security lab and physical-training infrastructure. It is meant for new entrants, serving guards, former soldiers and police moving into private security, agency managers, and people working in risk, compliance and facility management.
Why this is a careers story
CAPSI puts India's private security workforce at about 1 crore (10 million) people, guarding factories, banks, offices, hospitals, campuses, housing societies and warehouses. Most enter with no recognised qualification and stay at the same level for years. A certificate from a national university that employers recognise, especially in technology-heavy roles like CCTV analytics or drone operations, is what turns a job into a career with pay grades. Nothing is open for enrolment yet; watch RRU for the first programmes under the framework.
