Who can claim a state quota seat
The bulletin sets the state quota criteria “in pursuance to” the Supreme Court’s judgment in Tanvi Behl v. Shrey Goel. Under them, eligibility turns on where you studied MBBS or where you serve:
- Candidates who passed MBBS from West Bengal can claim state quota seats.
- In-service doctors of the West Bengal government can claim them too.
- Other service-category candidates qualify only if they also did MBBS in West Bengal.
The state reserves 40% of state quota degree seats and 50% of diploma seats for its in-service teachers and medical officers. Minimum NEET PG marks are the 50th percentile for unreserved and EWS candidates and the 40th percentile for SC, ST and OBC, unless NBEMS or the Centre lowers the cut-off. The internship cut-off date is 30 September 2026.
The money involved
- Registration fee: ₹3,000, one-time and non-refundable.
- Security deposit: ₹2 lakh if you want to fill choices for state quota seats in private colleges, and ₹5 lakh for private management quota seats. Without it you cannot pick those seats.
- The deposit is adjusted against the course fee if you take admission, and returned in several other cases. It is forfeited from round 2 onwards if you do not report, if documents turn out to be fake, or if you resign after counselling ends.
- Leaving the course midway costs ₹5 lakh for a degree seat and ₹2 lakh for a diploma. Open-category doctors must also serve a bond of three years (degree) or two years (diploma).
What to do now: keep your MBBS and internship documents, category certificates and Medical Council registration ready before 22 October. Raise your card or net-banking limit beforehand if you plan to pay a security deposit. All-India round-1 allotment comes out on 24 October, before the state’s choice filling begins, so factor that seat into your state choices.
